That the Napa Valley Transportation Authority Board authorize the Executive Director, or designee, to negotiate, execute, and make minor modifications to the cooperative agreement with Caltrans for the Project Approval and Environmental Document (PA&ED) phase of the SR 29 / SR 12 / Airport Boulevard project.
